Cambodia Announces Jan 1st Restart

"The director of Cambodia's Child Welfare Department, Oum Sophannara, says the law will become active on January 1 next year. Rights groups are going to monitor the situation."

"Under the new adoptions law, foreigners can begin applying for adoption on January 2. Only couples can apply.

Adopted children must be orphans or at least living in an orphanage - yet another anomaly in the country. Poor parents have given up about 9000 children to such centres hoping to give them access to better education.

Australia said it would not immediately let its citizens adopt Cambodian children, but was monitoring the situation."
